Enhanced Gate Security AND Access System

Status: Phase II Completed – Phase III In Progress

This comprehensive security overhaul was essential to reclaim our farmlands from vagrants, homeless encampments, and troublemakers who had compromised the safety of our farming families. The upgraded system features individual lot codes, vehicle identification stickers, and 24/7 monitored access that prevents unauthorized entry and illegal dumping while ensuring legitimate users can access their property efficiently.

Phase II (Completed): Gate codes and vehicle stickers have been successfully distributed to owners. Phase III (In Progress): RFID tags and key fobs will be distributed once the newly renovated gate security facility is completed. The new system will include a digital database tracking all owners, renters, visitors, family members, employees, and others, providing unprecedented security oversight for our community.

Action Plan: Complete gate security facility renovation, distribute RFID tags and key fobs to all owners, finalize digital tracking system, and conduct security training and RFID tags/fob key distribution for all community members.

KLRF DPP Structure Packet Program

Status: Completed – Available for Pickup

KLRF has developed a fully customized Department of Planning and Permitting (DPP) structure packet specifically designed to streamline the building approval process for our community members. This comprehensive, nearly plug-and-play template eliminates the guesswork and waiting that owners previously experienced when applying for building permits.

The packet provides a standardized approach that makes the approval process more efficient and predictable. Instead of navigating the complex permitting process alone, owners now have access to a professionally prepared template that addresses agricultural property requirements and City & County regulations.

Action Plan: Distribute packets to all interested owners, provide guidance consultations through Noelani at the KLRF office, and track approval success rates to continuously improve the process.

Water Charges & Fee Structure Implementation

 Status: Completed – Effective October 1, 2025

KLRF successfully restructured our water billing system to ensure fair cost distribution among all farm members while maintaining reliable water service throughout the farmlands. This comprehensive overhaul was necessary to comply with Hawaii HOA statutes and KLRF Bylaws, which require adequate advance notification for assessment changes, while also providing significant cost savings to water users.

The new structure includes a fixed water fee of $7.78 per acre monthly (charged by Kunia Water Association to KLRF and divided among all owners), reduced water usage charges of $3.00 per 1,000 gallons (a 33% reduction from the previous $4.50 rate), and an unchanged farm maintenance fee of $110 per acre that supports critical operations including security, payroll, insurance, and capital improvements.

Action Plan: Monitor billing implementation, provide ongoing support for member questions through property manager Michele “Michi” Atamian, and track water usage patterns to ensure fair and sustainable pricing for all KLRF members.

KLRF Farmers Market Development

 Status: Successfully Launched – Grand Opening Planned

KLRF has successfully launched our community farmers market, creating a vital platform for local agricultural commerce and community engagement. This initiative provides our farm owners with direct access to sell their fresh produce, value-added products, and agricultural goods while strengthening connections between our farming community and the broader public.

We have already hosted four successful farmers market events that have demonstrated strong community support and vendor participation. These events showcase the quality and diversity of agricultural products grown right here at Kunia Loa Ridge Farmlands, from fresh vegetables and fruits to specialty crops and artisanal goods. The market serves as both an economic opportunity for our members and an educational platform to promote sustainable agriculture practices.

Action Plan: Prepare for the grand opening celebration scheduled for December 2025 or January 2026, expand vendor participation, develop marketing initiatives to increase community awareness, and continue monthly market events. Special thanks to the Farmers Market Committee for making this major undertaking a tremendous success through their dedication and hard work.

Current Projects

Community Center and Office Renovation and Beautification

Status: Partly Completed – More Improvements Planned

This project was undertaken to provide KLRF members with a professional, clean office space and a functional community center where we can conduct meetings, host get-togethers, and organize functions like the farmers market. The initiative was essential to create a welcoming space that reflects the quality and professionalism of our farming community.

Completed improvements include the addition of public parking space, road paving and gravel smoothing for better access, installation of a new bathroom facility, and area beautification with landscaping and plants. These enhancements have transformed the space into a more inviting and functional hub for community activities and administrative services.

Action Plan: Continue renovation work that will coincide with the Front Security Gate Renovation project, complete additional beautification phases, and implement further facility improvements to enhance member services and community gatherings.

Upper 36 Reservoir Restoration

Status: Ongoing

Critical repairs were necessary after discovering extensive damage that was causing significant water waste and dramatically increasing costs for all owners through elevated water bills. Reservoir #2 suffered from multiple holes, cuts, and tears in both the base and liner, creating a financial drain on our entire community.

The comprehensive restoration included complete liner replacement, base repair, and the future installation of enhanced shut-off valves. These improvements to Upper 36 Reservoir cost approximately $150,000 but were essential to stop water waste and ensure reliable water access for all farming operations.

Action Plan: Drain the reservoir and continue repairing the infrastructure. Implement shut-off valves into the system. This ongoing project is expected to continue through next year.

Front Gate Beautification & Security Enhancement

Status: In Progress

Beyond safety improvements, our new front gate design addresses practical access challenges that have long plagued our community. The enhanced facility provides adequate space for large trucks and delivery vehicles to turn around without entering the property, reducing traffic congestion while creating a more professional and inviting look for KLRF.

The beautified entrance creates a professional appearance while housing updated security facilities that enable guards to effectively monitor and track suspicious activity. This investment protects our agricultural operations and creates a welcoming yet secure environment for legitimate business with KLRF.

Action Plan: Complete construction, install advanced monitoring equipment, train security personnel on new systems, and implement visitor management protocols.

Fire Safety & Emergency Preparedness

Status: Ongoing

This initiative became critical after arsonists threatened to destroy our fields, endangering the way of life, families, friends, and livelihood of every KLRF member. These deliberate acts of destruction required immediate and comprehensive response to protect our agricultural community and prevent future incidents.

We’ve successfully apprehended suspects and continue coordinating with HPD and HFD on ongoing investigations. Current efforts include developing fire department standpipes for emergency water access, partnering with Firewise for community fire-proofing consultation, and establishing enhanced monitoring systems throughout the property.

Action Plan: Complete standpipe installation, conduct community fire safety training, implement Firewise recommendations, establish SMS rapid response protocols for fire emergencies, and implement an internal SMS emergency messaging system for communicating fire and other safety-related issues to our members. The SMS emergency messaging system is currently under development with the current board.
